This is an absolute failure by the Cebu City Police. Mayor Navarro may indeed have been guilty of the accusations against him — not just for the massage salon incident, but also the narco-list accusation — but he has yet to be charged and convicted. And he was supposed to be in the custody of the Cebu City Police. This incident does not breed trust in the police as the impression we get is that the police are either incompetent or corrupt, or both. What an embarrassment for the City.

Inside job. Has to be. Police escort and in broad daylight, on a busy street near the Provincial Capitol, surrounded by multiple police outposts, including the regional NBI branch, and the hitmen still got away? They were also in a van, I think, and not motorcycles, so they shouldn't have been able to get away easily. And yet they still got away. This smells like a set-up.
