POLICE OFFICERS WORKING WITH THE DARE PROGRAM HAS ISSUED THIS WARNING:

If you are driving after dark and see an on-coming car with no headlights on, DO NOT FLASH YOUR HEADLIGHTS AT THEM!
This is a common "Bloods" member initiation game" that goes like this: The new gang member under initiation drives along with no headlights, and the first car to flash their headlights at him is now his "target". He is now required to turn around and spot that car, then shoot and kill every individual in the vehicle in order to complete his initiation requirements.

Police Deaprtments across the nation are being warned. The intent is to have all the new bloods nationwide drive around on friday and saturday nights with their headlights off. In order to be accepted into the gang, they have to shoot and kill all individuals in the first auto that does the courtesy flash to warn them that their lights are off.

Note: make sure that you share this information with all the drivers in your family! Please forward this message to all your friends and family members to inform them about this ritual. They are also known to drive with high beams on and will do the same as indicated above.

MEPZ security declared this as a hoax bcause even Celestica denied issuing the memo. The content is an urban legend in the U.S.

I myself have received that Celestica document from my brother and immediately I've seen some discrepencies already that doesn't seem to fit the local gang scenario here in Cebu or in the Philippines. To those who have the copy of that Celestica warning document.

Please consider the following:

1) On the Box Heading of the document, in the middle box there is the title: STATE POLICE WARNING - WHEN DRIVING.

When has our law enforcement agencies called themselves the "State Police"? The Philippines is not divided into States baya but Regions or Provinces and accordingly our Philippine National Police divisions is divided as such, regional or provincial.

2) Police Officers working with the DARE Program.... The DARE (Drug Abuse Resistance Education) Program is an nationwide effort of the government of the United States of America.

3) "Bloods" driving cars? Local "bloods" and "crips" driving cars here in Cebu and committing murder?

4) If this is the case, then why hasn't this been sent out through the local dailies such as Sun.Star, Freeman, or Cebu Daily News to warn the public?

Anyway, all I am saying is that I don't think that this message apply to us here in Cebu or in the Philippines based on those 4 considerations I've listed. But none the less, awareness and caution are virtues to be constantly practiced. Fear is necessary but I wouldn't want to suggest to anyone to live in fear constantly, especially if these are baseless.
