nah, it was more of a conspiracy theory.

it was more about keeping the "black man" down, a lot of versions....some include the cia for importing weed to supply black communities....more like the opium wars in china...hidden agenda was to keep the black man from progressing, which somewhat backfired. coz it leaked to the white community. such theory was also believed to have caused the rise of the black culture, the fact that its cool to be black(as evidenced by what i see most often, even in the slums).hahaha
